 Dear All,

As advised in my email of Sunday 23 Sep, from last Saturday’s (22 Sep) league games the West Hockey Umpires Association implemented an England Hockey initiative on player behaviour for all P1 and P2 games.  Therefore some of you with teams in these leagues will already be aware of it.

Since then the HGWHUA Committee (Meeting 27 Sep 07) has agreed that the policy will be introduced from Sat 6 Oct.  Avon & Somerset has also agreed on a 6 Oct implementation.  Devon has had this policy in force since last season.  At present we are unaware of what S Wales and Cornwall are doing.

The policy is attached and will also be displayed on the HGW website from tonight.  Please all of you read it in full.

It is important that the clubs pass all this information to their players.  Should you be hosting a club from S Wales please inform them of the policy at the same time that you confirm your fixture details.

The Committee also requests that, for the first 4 weeks of the introduction of this policy, team captains and umpires arrive a little earlier than normal so that all of you can discuss it if required.

We re-iterate that in general we do not expect the policy to have a dramatic effect on the already cordial relationship that we, HGW, have with our clubs both on and off the pitch.  Rather it is attempting to remove some of the potential excesses that could occur, reinforce what is already in the rulebook, particularly the role of the captains, and to apply consistency across the whole of England Hockey.

It is important that all umpires read the Discipline Regulations (which can be found from the England Hockey site or by clicking  here ).
In particular, a number of recent Match Day Misconduct Offences have been rejected because the umpire or umpires have not informed the offender that their misconduct is to be reported as a MMO. If the umpire fails to inform the offender at the time, the MMO cannot be dealt with under the England Hockey Discipline Code.

4.4 A MMO is committed when at any time during the day of a match, but excluding the time from the start to the end of the match, a person due to participate or who has participated in the match misconducts himself in such a way that one of the match umpires decides (a) would have warranted the issue of a Red Card had such misconduct occurred during the match, and (b) is to be reported as a MMO, and the umpire so informs the offender at the time of the incident
4.4.1 The umpire shall immediately inform the offender that the offender’s misconduct is to be reported as a MMO. In so far as is reasonably possible, the umpire shall also inform a representative of the affiliated body for which the offender is to participate or has participated on the day of the relevant match that the offender’s misconduct is to be reported as a MMO.
